Habitat for Humanity of East Jefferson County engaged Cap Ex to coordinate development of a master plan and study the feasibility of its Mason Street Neighborhood, which will create up to 150 permanently affordable housing units on a 17-acre former airfield. In the project’s initial phase, Cap Ex coordinated the work of project architects, engineers (civil, environmental, geotechnical) and market analysts to explore program and affordability, financial feasibility, site conditions, development approvals, schedule, sustainability features, partnerships, and other factors. As part of the engagement, Cap Ex developed a final report summarizing findings and identifying considerations for the organization’s board. Cap Ex continues to coordinate project progress as Habitat’s owner’s representative. Site development approvals are anticipated in 2026 with construction completion estimated in 2030.
