South Baltimore Gateway Partnership engaged Cap Ex Advisory Group to create a practical investment approach for community revitalization and real estate development projects in historically disinvested communities in the SBGP district. The initiative emphasized funding community-driven projects with early capital for feasibility analyses, environmental investigations, concept plans, etc.—allowing project sponsors to demonstrate “proof of concept” and more readily attract additional investment. This effort involved coordinating with multiple stakeholders, including funding partners, community development corporations, and real estate developers. Cap Ex helped SBGP establish a special purpose fund with underwriting criteria that lower barriers to entry for small community groups leading development projects that meet local needs.
